The Vista Ridge Pipeline, is a 142-mile water pipeline project. It will provide the largest non-Edwards Aquifer supply in San Antonio’s history. San Antonio Water System (SAWS) has a contract with Vista Ridge LLC (VR) to purchase up to 50,000 acre-feet per year of Carrizo/Simsboro Aquifer groundwater. VR will operate the wells and a pipeline system to pump the groundwater in Burleson County and deliver it to San Antonio for 30 years.

The Vista Ridge Regional Water Supply Project, the highest valued municipal public-private partnership (P3) in US history, recently reached Commercial Operations. This nearly $1 billion water supply project is an example of what it takes to deliver a large-scale, design-build water supply project.

Water is the basis for San Antonio’s prosperity, and the pipeline will provide 20 percent more water for San Antonio — enough for 162,000 new families. It will also provide protection to the Edwards Aquifer during drought. The pipeline is an important component of SAWS’ 50-year Water Management Plan.

The speaker will be Marisa Vergara is a Senior Vice President at CP&Y with 25 years of experience in the water and wastewater industry. For the Vista Ridge Regional Water Supply Project, she served as the Technical Program Manager for the design-build team under Garney Construction. Ms. Vergara is a professional engineer and holds a BS in Civil Engineering from Texas A&M University and a MS in Civil Engineering from UT Arlington. She has managed conceptual design for construction projects totaling more than $1 billion, including a ACEC National Grand Engineering Excellence Award project with the San Antonio Water System. She is a former ENR Texas & Louisiana Top 20 under 40 Engineering Professional, a Kenneth Miller WFP Award Recipient and Texas AWWA / WEAT Distinguished Member recipient.

This presentation will focus on the hurdles overcome by the team as they endeavored to design, construct, and permit the infrastructure to supply and integrate over 45 million gallons per day of water to the San Antonio Water System. Proper planning and execution of this 140-mile water transmission project was essential, but communications, coordinated scheduling, and mitigating risks have been cornerstones to the project’s success
